SOLVED: OBI200 - was working, now "Backing Off, TCP connection failed"

Have encountered a string of failures for both of my OBIs (200 & 202) in the past days.

Today went online and upgraded firmware on my 200 to 3.0.1.4738

Discovered my router DNSserver1 was openDNS, corrected to 4.2.2.2 according to GoogleVoiceOBiTALK.pdf

Deleted SP1 config and re-entered.

Rebooted ObI200, still says it cannot make TCP connection to 125.28.125.74; nor can I ping this IP (100% loss)

baffled ???

[ps: OBI202 also has same issue, "TCP connection to 125.28.125.74 failed"]

[ps2: 125.28.125.74 is unreachable, whois says this is in Japan.
However, 74.125.28.125 (reverse IP as show on my OBI200 web status and Obitalk.com pages) says this belongs to Google and is reaschable.
Ok, so what'z going' on here? ]

RESOLVED 6/10/2015: turns out that my data quota on my ISP was exceeded several days ago, and they in turn throttled my upload/download speed. WHAT THIS MEANS TO ME -- the OBI connections must be at some minimum transfer speed in order for the server (Google Voice specifically) to make a TCP connection.

Unsure if this is correct, but I'm sure some of you out there will let the rest of us know otherwise.
