obi100, google voice, upstream dropouts

I have setup an obi100 with google voice at my mother's assisted living apartment.  The internet is provided by the facility so I do not have access to router settings.  I have run the voip test at http://myspeed.visualware.com.  These are typical results -

so it seems like a good enough connection. 

The problem is that while she hear's the incoming audio perfectly, there are dropouts in the outgoing audio.  Usually a second or two every other minute.  It is tolerable but annoying since she has to repeat herself.

Is there anything that can be set on the obi100 that could reduce the dropouts??

I doubt you can improve it.  It's likely due to other demands being placed on the facility's internet service.
