problem with setting up voice gateway

I have freephoneline.ca as SP1, GV as SP2 on my OBi110 (no landline) and I've added hotvoip as voice gateway 3.
I followed http://www.obitalk.com/forum/index.php?topic=526.0
when I dial **3 and the number 001519xxxxxxx (hotvoip requires 00 plus country code) I get hotvoip recording that the number is invalid.
call history shows under phone1: **3**30015193226229 and under sp1: **3001519xxxxxxx@sip.hotvoip.com

I think what is happening is that **3 is not being removed when dialed into hotvoip but I don't know how to fix it.

If all prefix "00" numbers are routed to VG3 then you don't need to dial **3

Edit:
I didn't look close enough at your ITSP A DigitMap. What is <**3>01191xxxxxxxxxx for? I thought all VG3 numbers need a 00 prefix.

Your original ITSP A DigitMap has an extra parenthesis in front of 911.

Thanks - that did the trick and now I am getting through by dialing 00.
