Best service for call forwarding

I'm wanting to port my number to Google Voice and use it to forward my number and possibly use an OBiTalk device as a landline in the future.  However my number can not be ported to Google (I get the "Ooops! This number appears to be from an area we don't currently support." message).  So now I'm looking for the cheapest service that will allow me to port my number in and then forward it to a cell phone.  OBiTalk compatibility would be a huge bonus, but not a requirement.  Any advice on what service to use?

I think GV will only allow porting from a mobile phone number. You can port your landline to a mobile device and then to GV. Get a no contract sim card and add a minimum amount to it. I don't think you need a phone. If you don't mind losing your mobile number, I think you can use your mobile device. I never used this procedure, so make sure this still works and you know what you're doing.

Voip.Ms is pretty cheap to host a number and you can forward to a cellphone. Porting in is free.

Yes, you need a working GSM mobile phone handset to complete the port; Google Voice requires that you be able to answer a call on that phone, for security purposes, to prove that you have control of the number.

And, in this user's case, the issue was that the number is in an exchange that can't be ported, not that it was a land line, as noted in the GV forum discussion linked below.
