Brazil Daylight Savings Time Settings

Can anyone give me the correct settings for the start and end of daylight savings time in Brazil? The official start is 00:00 on the third (3) Sunday in October and the official end is 00:00 on the third (3) Sunday in February.
I tried reading the OBi manual but got really confused, any help would be appreciated.

Daylight Saving Time (United States) 2016
Begins at 2:00 AM on Sunday, March 13
Ends at 2:00 AM on Sunday, November 6

OBi default:
System Management -> Wan Settings
DaylightSavingTimeStart: 3/8/7/2
DaylightSavingTimeEnd: 11/1/7/2

Format: month/day/weekday/hh:mm::ss

Start: Next Sunday(7) in March(3) on/after the 8th[8] @ 2:00AM(2) = March 13
End: Next Sunday in November on/after the 1st @ 2:00AM = November 6

Change for Brazil:
DaylightSavingTimeStart: 10/15/7/0
DaylightSavingTimeEnd: 2/15/7/0

End: Next Sunday(7) in Feburary(2) on/after the 15th(15) @ 0:00AM(0) = February 21
Start: Next Sunday(7) in October(10) on/after the 15th(15) @ 0:00AM(0) = October 16

Use OBi Expert to make this change.
