I use the latter approach [ {>('100000'):ph} ] since it is all-encompassing. On more recent firmware loads, though (at least on the OBi200 series boxes), there is an option
Voice Services -> SPX Service -> X_AcceptSipFromRegistrarOnly
that I believe accomplishes this more succinctly.

I regularly use both
voip.ms and the OBi-to-OBi direct 9-digit dialing on my box and have never had a problem with either interfering with the other. If you are seeing the above attacks, though, your box is probably not sitting behind a NAT-protected router, and as such, your OBiTalk interface may also be susceptible to these types of injection attacks. YMMV.
