Cannot Add OBi200 to ObiTalk

When it asks me to dial the **5 9999 number, it says it's waiting with a 120 sec timeout.  I dial the number.  It says the number has been sent to the server.  Then, it continues to sit there.  It never times out, but it never seems to detect anything and move forward, either.

I have a solid green light
I was able to call the echo test
I chose the option to update software
It said there was software available
It said it was updating
I waited until it was rebooted
I tried to add an obi device to obitalk.  Again, I dialed the **5 9999 number, and again, it sat there never detecting anything, never timing out.

So, I tried to change the DNS server
I called and got the IP address as instructed.   
I signed in as instructed.
I went to network settings.
I went to WAN settings
I clicked "default" to turn it off on DNSServer1
I entered 4.2.2.2 into DNSServer1
I clicked submit
I clicked Reboot in the upper righthand corner
I watched the device light turn to red, and then go back to green as it rebooted.
I refreshed the page
I observed that it now had 4.2.2.2 in the DNSServer1 field
I went back to obitalk and tried again to add an OBi device.

It said" Add an OBi Device
  • Please pick up the telephone handset, and dial **5 5793
  • You may hang-up when you hear the automated response.
Trying to connect to your device... (Timeout in 120 seconds)"

I dialed the number
I got a message that said, the number had been sent to the server.
I hung up the phone.
I continued to get the message...
"Add an OBi Device
  • Please pick up the telephone handset, and dial **5 5793
  • You may hang-up when you hear the automated response.
Trying to connect to your device... (Timeout in 120 seconds)"

It still never connected to my device, and never timed out.

Troubleshooting does not have any further advice.  So -- what do I do now?
