Overseas Calling Problem?

I have been trying to dial a valid and verified number in Ireland from USA using my landline with OBitalk/GV.

Initial attempts got a message that said "can't connect". Found out Ireland is 2 cents per minute so went on GV and added minute credits. Attempted to dial again thinking this was the problem, but still got "can't connect". Then tried the number on my iPad with Hangouts and after several tries the connection was finally made, as far as a ring tone was concerned, but Irish party did not pick up.

Can anyone help me here to solve this? Do I have to do something else with my OBitalk account to get my landline to work?

What exact message do you hear when you dial the number?

Can't remember the exact words but along the lines of "unable to connect at this time".

I'm fairly sure that message is from GV, not your OBi.

Check what number your OBi your OBi is sending to GV.  Dial ***1 and note the IP address that is read out to you.  Point a browser at that address and log in as admin.  Default password is admin. Click on Status and then on Call History.  You should see the 011353... number.  Verify that it is correct.  If yes the problem is for Google to rectify.  If it is not please report back what number is shown.  You may obscure the final 5 digits for privacy reasons.

(If you have an OBi202 you will probably find that you cannot reach the login page.  Access from the INTERNET port is disabled by default.  You first need to enable that.  Dial ***0.  At the prompt dial 30#.  The value read out to you will be 0.  Follow the prompts to change that to 1.)

So I actually dialed 00353, not 011353. The 00353 is number given me from the party in Ireland. I guess she could have done a typo. The 00353 has, "From PH1 to SP1" - call connected.

I guess I should try the number as 011 again first before we go any further.

00 is the international access code used in Europe.  011 is what is used in US.

That will be why my Irish party gave me the 00 - out of reflex. So the full number then is 011 353 (1) xxx xxxx assuming the (1) is the area code for Dublin.

Yes Dublin is 1.  http://dialcode.org/Europe/Ireland/

SUCCESS!!!

This time I had all the correct elements. GV initially tells me the call is 2 cents per minute then connects right away.
