I can receive calls on my google voice number but as soon as I try to do an outgoing test call I get this dude that says a message no service configuration error, Please log into obitalk.com and configure your device. What does this message mean? and has anyone else ever got this message and then how do I configure the device? I have a two line phone and i want my google voice to ring and call out on my line 2 on my two line phone.

That message means what it says.  Your device is not configured correctly.

What Obi device do you have?  If an OBi202, which Phone port is the phone plugged in to?

Which of SP1 or 2 or 3 or 4 have you configured for GV?

Which line of your two-line phone rings on incoming GV calls?

Is GV the only service you have configured?  If not is/are the other(s) working incoming and outgoing?

I have an obi 110 device and it says on my obi talk device that it is connected under SP 2 and I have OOMa and calls ring on my line 1 number and I can call out on my line 1 number GV rings on my line 2 on my phone but I can not call out on line 2 GV it gives me that message when I try to call out wityh my GV on line 2 so line 2 is plugged into the phone port on my obi 110 device.

Without being able to look at what you have or have not done it is difficult for anyone to know or guess what the problem is.  My best advice is to start again.  Remove the OBi110 from your account on Obitalk.com and reset the OBi110 (https://www.obitalk.com/info/faq/Troubleshooting-sec/How-to-Factory-Reset).  Add it back to the portal (the **5 procedure) )and follow the instructions (http://www.obihai.com/tutorial1) to configure your GV number on SP1.

The choice of SP1 on the OBi110 has no bearing whatsoever on Line 1 versus Line 2 on your 2 line phone.

I assume you are not using the LINE port of the OBi110 and that your OOMA is connected directly to Line 1 of your phone.

(SteveInWA has posted a very full set of GV setup instructions at http://www.obitalk.com/forum/index.php?topic=8560.msg56460#msg56460)
