Obi200 receiving calls but not ringing phone

Please carefully read what I've already done before referring me to do what I've already done.  I'm very familiar with all this stuff already, so please don't be like my cable company and tell the network administrator to first try powering his cable modem off and on.   :D)

So the Obi200 receives the calls, but doesn't ring the phone.  I can call the number, and pick up the phone when I hear the line begin ringing on my cell phone, and the call connects I can hear just fine both ways.  So the unit is RECEIVING the call and CONNECTING the call, just not ringing the actual ringer on the phone.  All outgoing calls work just fine.

Here's what I've done so far:

-Power-cycled the Obi200 (60 seconds first time, over 60 minutes second time while out running an errand)

-Updated the firmware even though it was already latest version (just in case device had corrupted blocks somehow)

-Deleted and re-added google chat in my google voice accounts, made an outgoing call from chat itself, then deleted and re-setup my Obi200 in my obitalk account.

-Factory reset Obi200 and re-set up in Obitalk and GV.

-Switched the google account (and number) from my Obi100 to the Obi200 and vice versa and tested.  The Obi100 rings the phone.  Swapped phones between the two and both ringers on the phones work.  Neither phone connected to the Obi200 will ring, but both will ring when connected to the Obi100, no matter which google voice account/number I'm using.

I'm thinking the final answer is just a bad device, that's not pushing the voltage to ring the phone.

Any expert opinions?

I had the exact same problem setting up a phone for a renter. Turns out someone did a Do Not Disturb. A simple *79 solved the problem.

If you have done a factory reset and reconfigured not restoring from a settings backup file, that points to a hardware failure of the ring voltage generator.

Lavarock7 - Yeah, but it didn't work with either of my GV numbers on either phone...so not a DND issue.

drgeoff - That was my thought too.  Now if only I could get Obihai support to answer so I can try to exchange it since it's only 3 months old.

Thanks guys, for helping me confirm my suspicions.  I was wanted to make sure I hadn't missed anything.  :)
