my Obihai ip phone 1062 is stuck on a blue screen after a factory reset i need some ideas on how to fix this

By "factory reset", did you mean that you followed this exact procedure?

If so, the only other thing you can try is to substitute a different AC/DC power supply.  It needs to be rated at 12VDC @ 2A.

If you try that, and the symptoms don't change, then it is dead.

i did i unplugged it to move it tried to factory reset it now its stuck at blue screen with the red mute button lit up and the speaker and the headphones lit up green everytime i try to reset it i just got this thing today

Try this. No guarantee but might work.  If it does not, it won't make the situation any worse.

Possibly the phone was doing an automatic firmware update when you removed power or reset it.  The procedure to fix for the OBi ATAs at https://www.obitalk.com/info/support/troubleshooting might also work for the OBi IP phones.  Select "Alternating Red/Green" and follow the instructions to manually download and load the firmware.  IP phone firmware can be downloaded from the thread http://www.obitalk.com/forum/index.php?topic=9.0

"I just got this thing today".   Where did you get it; from eBay or used from some other seller?  If so, it is undoubtedly defective.  Return it to the seller.

i ended up sending it back to obihai and they gave me a new one at 50% off
