Duplicate OBI200 Device in Google Voice Settings

I'm not getting good search results on the topic of duplicate devices in Google Voice settings page.

I followed the instructions and completely removed and then added back in my OBI200 device. When the setup was complete, I again have the OBI device added, but twice.

Is this considered normal behavior?

I can't find the answer to this so it would be appreciated if someone has the link to this.

No, that's normal behavior, and I don't think I've seen it before.  It's likely just a glitch with the provisioning system.  You can try to simply delete one of the two entries and see if it breaks anything.  If so, wait a few days and then run through the complete procedure again.
