After ##, PSTN line not registering DTMF on OBi212

I have an issue when using a VTech CS6114 DECT 6.0 cordless phone with an OBi212.  When I press ## I get the PSTN line with dial tone but it does not respond to DTMF from the phone when I try to dial. Dial tone just keeps going until it times out and I get the carrier message that the allotted time to dial has been exceeded.

If I plug in a analog desk phone instead I do not encounter this problem. 
If I make the PSTN line the primary line then the Vtech cordless works fine when placing a PSTN call.
If I take another phone in the house (connected to PSTN directly) off hook while the OBi phone has PSTN dial tone then DTMF from the OBi phone is recognised and call goes through.

So the Vtech can generate DTMF that works with the PSTN line.  It's just in combination with ## where there is a problem.  Any settings or workarounds that could fix this?
