First a quick explanation for why it changes. You have a pool of IP Addresses (think phone numbers for your computer) to work from. Each device rents an address for some time and then asks to rent for more time. For the most part, they get the same address every time, but occasionally they are given a different one. Only the last number should change though. Unless the device connects to a different network, then the other three sets could change too.
OK, is your network set up something like this: Modem from the ISP ---> router ---> phone (and rest of the network)? Or modem --> phone (and rest of the network)? Or, Modem --> router (and rest of network) --> router (or switch) --> phone?
In the IP Address information, it should say something like this:
IP Address 192.168.2.110
Subnet Mask 255.255.255.0
Default Gateway x.x.x.x
On your computer, right-click on the Start button (assuming Windows 8/10/11) and choose either "Terminal" or "Power Shell" (you don't need the Admin version but it won't hurt anything). Type in ipconfig at the prompt. What is the IP Address that it shows there? You'll see a bunch of stuff, so you only want the one(s) with the 192.168.x.x information. It will look something like this:

IPv4 Address. . . . . . . . . . . : 10.111.8.227
Subnet Mask . . . . . . . . . . . : 255.255.255.224
Default Gateway . . . . . . . . . : 10.111.8.225
On your computer, if you type in
HTTP://192.168.2.110 does it take you to the phone configuration or give you an error? (I'm assuming that you've set your phone up for web access, so you might have to do that first)
The quick and dirty answer is this: If your computer is on a 192.168.0.x or 192.168.1.x network then you have a second router connected between the phone and the rest of your network. You either need to connect the phone to the same router as the rest of the network or do some port forwarding on both routers to get the data to the phone.
