I am a new user of Obihai and my question could be totally out.

IOBIHAI device used a long list of star code features: ex.
*05  Redial Last Called Number Until Ring or Answer (Periodically)
*06  Cancel the Last Repeat Dial Request
*07  Redial
*69  Call Return
etc

but at the same time the service provider (in my case VOIP.ms) used is own star code features for often the same services.

How can I avoid any conflict between OBI and service provider. Who have the priority of star code and how we configure that?

Star codes are handled by the OBi unless explicity routed to a service provider in a DigitMap.  For example, if you want *67 and *69 sent to your SP2/ITSPB provider instead of being handled by the OBi, add:

Service Providers -> ITSP Profile B -> General -> DigitMap : (*67|*69|...)
