would require nesting star codes?  I'm fine with that

Can I use an external third party service to accomplish this similarly?

You could use PBXes.org or the Yate Server. Both are free.

These guides show you how to access an OBi with other devices.
In addition, you would need to add trunks and routing to accomplish what you want.
