outbounding call wouldn't go through SP3 unless putting the **3 header

I have set up 3 service providers. Phone 1 with primary service provider SP1 works fine. However Phone 2 with primary service provider SP3 wouldn't make outbound calls through SP3, instead it tries to go through SP2 which i configured for international calls. So I disabled SP2 to see what would happen. This time i got a voice message saying "No service provider is available". I checked digitmap, outboundcallroute and still no clue. Here is the summary of what is going on there:

1. Phone 2 is configured to use SP3 as the primary service provider
2. Inbound calls to SP3 rings Phone 2 correctly
3. Outbound calls made from Phone 2 try to use SP2 all the time
4. Outbound calls with **3 header however will use SP3 correctly

SP3 is hooked up to Sipsorcery. I checked with a softphone and it works fine.
Can anyone give me some hint what the problem might be? Thanks a million.

more update: the **3+1xxxxxxxxxx works weird, sometimes works sometimes doesn't.

OK, issue resolved. I put an extra ; in OUTBOUNDCALLROUTE. Now it works fine.
