OBi 100 does not make a call.

my sister just came here in pakistan to spend 8 week here for some business trip. she just purchased new OBi 100 google voice. but it does not making any call to united state. there is a dial tone but voice message that call can not be connected.
what could be cause. the ip is taking by device.
please help in this regards.

It sounds like the OBi100 is not connected to GV. Have a read through this guide:
