No Attendant on Obi100

Hello...Looking for an ObiExpert...
I bought 2 Obi100.
Both are brand new setups with GV.
Everything works fine. But...
On one - I do not hear an Attendant.
Checked the Web Setup page and both Obi's nave the Attendant checked on.
What can be the reason for not hearing the Attendant answer.

Each obi has to be in each other's COT (Circle of Trust). Fancy way of saying that each voice service (OBi or SIP telephone number) must be contained in the inbound call route like so:
{(5145551234|x.5142325555| x.5148428888|x.5148421456|3140CAT):aa}

OBi inbound call route AA:
{(290111222|200444555|300888777):aa}

Thanks for the explanation.
This is what I did in a little bit more detail.
I dialed into each Obi from my home number (a Verizon POTS line...).
Both Obi's have that number as trusted.
But one responds with an Attendant while the second doesn't.
When I look at both setups from the Web Admin (side by side web pages...)
They are 100% identical. Yet one has an attendant - the other doesn't.
can it be a hardware issue?
