Selective Call Blocking

There are a few specific troubled people we do not wish to take calls from.
Our adult black sheep son, I'm very sorry to say.
If he starts calling every minute to harass with a constantly ringing phone, we need a way to cut him off.

Yes, we know he will use another phone, so we need to be able to block multi-phones, adding one at a time.  (The Anonymous Call Blocking is there if we need that route, too, thought with GV that has additional consequences).

We would like an ability to block such callers, based on their CID (Caller ID).

Possibly with a standard recording of 'This subscriber does not (currently?) take calls from your number.'
To potentially something individually and customized by the user, 'Dude, we can't deal with you.  Please do not call'.

For super extra credit, offer a timeout sort of option.
No calls accepted for the next hour, 6 hours, day, ...
And / or, calls not accepted until June 1 at 12:00 noon.

While this can be done within your OBi with strings, it may be easier to maintain from your provider. For example, http://support.google.com/voice/answer/115089 tells how to send some callers to voicemail but not notify you. I use Anveo, and it has a blacklist feature, and you could give a unique "robotalk" message as your text describes. After your custom message, it could sent the call to a time of day number, a rejection hotline, send the call to a special voicemail box, or it could just hang up.

When we didn't want to take any calls, we forwarded the phone to the bus station pay phone or the local radio station contest line.

With Voip you can now do that on a per caller basis. I can imagine you letting him "talk to Lenny" or get "dial a prayer". There is the "speaking clock" (Big Ben).

As mentioned, it is easier in Google or another provider like Voip.Ms or Callcentric, etc.
