That's not it.. I timed it and with my answering machine on 4 rings it's around 21 seconds.. I even dropped it down to 3 rings and it's still not picking up.. It still goes until GV picks up.
It sounds like the answering machine isn't detecting (seeing) the ring on the line.
To test the OBi's ringer settings, I would disconnect everything from the phone port except the answering machine and maybe a simple phone so you can tell its ringing, call the OBi and see if the answering machine ever picks up. If not I would start testing different ringer settings.
The Phone Port (FXS) has three ringer settings that the user can vary:
RingFrequency: default: 20 Hz Range: 14 hz to 68 hz
RingVoltage: default: 70v Range: 55v to 82v
RingWaveform: default: Sinusoidal OtherSetting: Trapezoidal
For some setting guidance, I see the Cisco ATA Admin Guide has this recommendation if your phone doesn't ring with their ata:
IMPORTANT: Ring and Call Waiting tones don't work the same way on all phones.
When setting ring tones, consider the following recommendations:
• Begin with the default Ring Waveform, Ring Frequency, and Ring Voltage.
• If your ring cadence doesn't sound right, or your phone doesn't ring, change
your Ring Waveform, Ring Frequency, and Ring Voltage to the following:
- Ring Waveform: Sinusoid
- Ring Frequency: 25
- Ring Voltage: 80v
