There doesn't appear to be a user setting for CNG. If you are bothered by total silence on the call, you can change the value of SilenceDetectSensitivity on Physical Interfaces-->Phone Port-->Port Settings. I'd try changing it to "Low". This setting is used to suppress sending voice packets when there is just background noise and no conversation, to conserve bandwidth...the tradeoff is silence, of course.
