CallerID number spoofing may or may not be settable on your ITSP account.  Check with them.  VoIP.ms freely permits spoofing a CallerID number.

CallerID name can be set in an OBi under Voice Services:

SPn Service - Calling Features::CallerIDName = preferred name ;outbound CallerID name display.

However, I believe it can be overwritten at termination by a subscribed CNAM lookup.

With VoIP, CallerID can sometimes get 'lost' or changed in the routing.  My OBi CallerID name and number gets through on VoIP.ms, but CallerID number gets changed to 'asterisk' and 'Unknown' when using iNum and SIP Broker voice gateways, for example.
