Cannot make the echo test call ** 9 222 222 222

Hooked it up as instructed. I can see the Obi is getting an IP address, but i cant call the echo test number, i dont get any response. Also cannot complete the add device step either. I got all those green lights.. Any thoughts ? Could it be a faulty unit ??
