wrong area code with GV

the caller ID of the person I called displayed the wrong area code although the rest of the number was correct.  Is this an Obi or a GV problem?

updated:  I made the call using hangouts on my android phone and it also shows the wrong area code.

I did decide to post there when I discovered the same thing happened with hangouts.  I suppose I should have just deleted it here but I wasn't sure if the GV forum was monitored as closely as this one.  Thanks.  I'll stick there as long as you've answered.
