I have 2 avaya partner phone systems with the phone  off the 110 hooked to the 6th line port and an analog station off the partner hooked to the 110s line port. They can call the phones on the other phone system no problem, doing 2 13 # to get to extension 13, but to voice over they have to they have to 2 *13 # and that doesn't work. They really like to voice over because the engineers in the other building just ignore them if they can only ring there.

Physical Interfaces -> Line Port
This is the default DigitMap:
(xxxxxxxS4|1xxxxxxxxxx|xx.)

Change it to:
(xxxxxxxS4|1xxxxxxxxxx|xxx|x*xx|xx.)

If 213 and 2*13 are the only dial patterns you need this DigitMap:
(xxx|x*xx)

Use OBi Expert to make the change.

# used as the last digit will immediately route the call.
I assuming that is why you have # as the last character in the dial string.
# is not sent to your phone system with the above configuration.
If you use (xxx|x*xx) calls will be immediately routed without the #

I was just using 2*13 as an example they have 20 phones hooked to the system 10 thru 29  that would need the 2*xx#  done
