Now that you mention it I got a PM recently with no email notification. I checked and I have that option turned on in my profile. I'm going to turn it off, save, and then turn it back on. Sometimes these things are database issues.
This is a fine place to put the question unless you need it fixed immediately. I might make the post title more descriptive.
