I don't think this is adjustable at present, so can anyone advise what it is fixed on?

I'm guessing 0.030 ?

During a connected call a Wireshark packet trace shows the adapter is sending an RTP packet every 20 ms (0.020).

It is configurable and the default is 20 ms. See Codecs >> Codec Profile and then PacketizationPeriod for the codec
