does obitalk or the like have an inbound sip uri, using the digits of our device? for instance, if I have a free DID from Ipcomm, I can link it to a SIP/xxxxxxxxxxx@in.callcentric.com, but I was wondering if could link it to something like SIP/<device number>@obihai.com directly...

OBiTALK is not involved.
SIP URI's may be sent directly to an OBi's SP1 and/or SP2 trunk provided that trunk is configured for SIP:
<anything>@host<:port>
where:
<anything> is any abritrary string
host is a public IP address or a hostname resolving to the OBi's public IP address
<:port> is the SPx -> X_UserAgentPort port for the trunk (default is 5060 for SP1 / 5061 for SP2)
SP1 examples:
ob110sp1@1.2.3.4 (port 5060 is normally assumed)
1234567@myname.dyndns.org:5060
SP2 examples:
fmipcomms@mydomain.com:5061
2121234567@4.3.2.1:5061
