Can the OBi200 be configured as a SIP server itself, so that at least one device can register with it and make outgoing calls out of (for example) the FXO port? If so, how? If not, what cheap and single-purpose device do you recommend for this sort of scenario?

The 2nd option works for me.
You need an OBiLine adapter to add an FXO port to an OBi200.
