What is the procedure to upgrade from OBi110 to OBi202 hardware?
- I want to retain the same google voice set up
- I want to retain the E911 set up with Anveo

Assuming you didn't create any custom digit maps or other advanced, "expert mode" changes, the easiest thing to do is to simply delete the 110 off of your OBiTALK dashboard, then add the 202, and set it up from the OBiTALK web portal. Setting up Google Voice that way takes about five minutes.
I use Callcentric, not Anveo, but it's likely to be the same story: assuming you set up Google Voice on SP1, then click SP2, and on the next page, scroll down to the bottom and click "OBi compatible service providers." On the next page, select Anveo and follow the prompts to enter your credentials. There may be some special voodoo required if you are using the special OBi plan from Anveo.
