Can anyone tell me what causes Google to cancel or reclaim a GV number. Is it inaction over a specific period of time and if it is would it be inbound or outbound inaction or both?

Google will reclaim (take back) its phone numbers if no outbound calling or texting activity has happened for more than six months. Inbound activity doesn't count, since a dead person's number could still be receiving calls and text messages. The service is not designed to be used in a passive call forwarding mode.
