The OBi defaults to sending 911 calls to the LINE Port.  This can be changed by editing the PHONE Port OutboundCallRoute.

it is a little too technical. what does it mean?

if i call 911, will i actually get to talk to someone working at the 911 center?

Yes, assuming the OBI's Line Port is not already in use and the PSTN Line connected to the OBI's LINE Port is operational.  If either of those cases is false, you would hear "There is no service available to complete your call."

That depends on the service you set up on the Obi. The Obi does not come with any service for making regular calls, you can call other Obi endpoints using the Obitalk service. You must set up a sip provider (or google voice) as your service provider. If they provide 911 service, the Obi can be configured to place the 911 call correctly.
