Our architecture:
sip client---->sip server---->SP1 in obi device---->gateway1---->user1
SP1: sip account register to sip server. When a call comes, use inbound_call_route route the call to gateway1.
The problem is when user1 is ringing(not answered), sip client got answered(the call timer of the call in the screen showed) from SP1 obi device. How to get ringback before user1 answers?

Difficult to understand what (and why) you are doing from the scant information provided. By "gateway1" do you mean a Voice Gateway on the OBi?
What is the SP1 InboundCallRoute?
gateway1: google voice
google voice : gv voice prompt --> callee's ringback --> callee answer(timer starts)
current status : answer(timer starts) ------------------------------------
hope to get : pre_answer --> ringring 180 or 183 --> callee answer(timer starts)

The only thing I have gleaned by implication is that you do not mean a Voice Gateway as understood in Obi circles.
Doubt it would help but you could try disabling Sticky18x.
Service Providers-->ITSP Profile X-->SIP-->X_Sticky18x (very bottom setting)
Note: This setting is unavailable thru OBi Expert and the OBi dashboard. You have to access your OBi device directly thru the local ip address and use the built-in gui to access this setting.
AFAIK, Google Voice ignores all early media.

call out via google voice :dial number -> GoogleVoice connected -> Google greeting -> callee's ringback -> callee answer
disable X_Sticky18x : invite , got ringring 180 -> Answer --------------------------------------------------
hope to get : invite -> pre_answer -> ringring 180 or 183 -> answer
