we are using polycom vvx 501. we are unable to provision the device and it is is reboot cycle. It says application not present.

There are very few, if any regular readers, here who who can advise on Poly equipment and systems that are not simply rebranded versions of Obihai originals. You are much, much more likely to get useful answers in places which are specifically for native Poly items.
