Is it possible to use a UK spec Obi110 in Canada ? Presumably they are essentially the same just with different settings that can be adjusted to suit the Canadian set-up ?

You are correct, though you'll also need an adapter to deal with the weird power plug (you don't need a transformer, as the OBi's power supply will accept 100-240 volts).
