You have not given enough information for anyone to reply.  What service is the second line?  "Dial tone" refers to the tone played when you pick up the phone to make an outgoing call.  The OBi would not normally play dial tone to an incoming caller.  If you mean "ringback tone" (what a caller hears while the called phone is ringing), then in most cases that is played by the provider and not under control of the OBi.  When someone calls in on the second line, where and how is that call being routed (to the Phone port, to the AA, or forwarded elsewhere)?
