I'm looking at my www.obitalk.com dashboard and it says that both my OBitalk softphone and my OBi202 are offline (i.e. amber not green icons), yet I have full internet access, by softphone can phone my 202 (I get the attendant) and my house phone system can phone the voip.ms echo test.
I think www.obitalk.com is down again.

It should be back up, but yes, if you have a dial tone and are able to make calls then it is most likely only the OBITalk server being down, they have been down a few times within the past few weeks. As long as I am able to make calls with the OBI through GV, it really does not affect me, but I assume it would affect those that call each other through the OBI servers. ;)
I don't think OBiTalk voice calls were affected, my OBiOn soft phone still seemed to work fine. It just seemed to affect my ability to update the 202 from www.obitalk.com.
