Title: Obi to Obi call

I get this message when I try to call another Obi device.
I dial **9xxxyyyzzz.
"The number you dialed **9xxxyyyzzz has not received a response from the service provider."

What does this message mean?

Why do the "Obi" instructions say to dial 9 before the 9 digit Obi number, not **9, but then show **9 in the example?
