I've activated my sim to port my landline over to google voice. My SIM card has a few minutes available for 90 days. My question is after the 90 days do I need to keep adding minutes to the SIM card in order to keep it active AFTER I have completed the port to google voice? Is the SIM card no longer required in this process after I've ported to GV?

After the port is complete, your sim is not required.
