In other threads I have discussed an innovative way I use my Obi110 to handle unwanted calls on my PSTN line and forward them on through a GV or SIP outbound gateway. I am now getting a bunch of robo callers with nearly the same Caller ID Name but from a variety of numbers. Is it possible to trigger a filter based on the Peer Name field? How?

Not universal, but for Anveo, http://www.dslreports.com/forum/remark,28419533 will give you some ideas. E164 is a pre-loaded variable with the CID value, but it could be modified with the VARIABLE flow control.
CALLER.LOOKUP.CNAM is the variable that you could read and then maybe write to that will go out as the name off the caller.

CNAM filtering might be better suited to the ITSP
