Title: GV and Vitelity

If I use GV as a primary provider and it fails for some reason, does it automagically fail to the 2nd provider?

No. You will need to enter a prefix on outgoing calls to select your non-default outbould provider.

You can however achieve what you are looking for by setting "Trunk" group.  If an outgoing call through your primary fails, the next line setup through the trunk group is used, including those set up through Gateway accounts!!  Please search the forum about setting this up.
