It's likely that you have an unread (that is, not yet opened by you) call record, text message, or voicemail message in you Google Voice account.
Log on to GV and go here: https://www.google.com/voice#history
Open any unopened items, and then handle them as you wish (file or delete or mark as spam). Also, check all the other folders, like your inbox, trash and spam folders. It's in there somewhere.
OK, I went back though all of my GV Inbox and everything was set to read or deleted; was very thorough.
Still the stutter tone and nothing pending.
Then after a few hours it cleared by itself. I did nothing additional.
Gremlins, says I.
Maybe GV is starting to go senile before Google kills XMPP and goes to Hangouts-only.
