Title: **x dialing from IP Phone

Cisco IPhone phone dials out and receives calls ok.  I can't seem to dial ***x (Obi functions) or **9 to dial out.  I'm getting a fast busy.  Would that problem be the obi outbound call route or the cisco ip phone dialplan?.

It's the inbound route for the trunk you defined the Proxy.

Voice Services -> SP X Service
Add to the beginning of the X_InboundCallRoute:
{userid_of_ipphone>(***x):aa2},{userid_of_ipphone>(<**9:>(Mpp)):pp},

When you dial a number from the IP Phone, the inbound route gets control. You then need code in the X_InboundCallRoute to bridge the call to a service. Before making the above changes the dialed number didn't match any rules you had in the inbound route. That is why you got the fast busy.
