The OBi110 works perfectly well in France and many other countries all over the world.
The product is designed in the USA and all its settings default to USA ones.
If you do not know your powervoip SIP settings you can only get them from powervoip.
Have you registered your Obi using the **5 xxxxx procedure?

When I ring I hear a voice ask me to go to obitalk.com and configure my device.
I have to ring with star star 1 before the number. but then I get a lady telling me she can not connect my call.
Should I check this box as well or will that make all my calls on the other phone go through obi as well?
Yes it rings it rings my landline rings when I call it with the obiphone. THANK YOU ALL. :)
The OBi110 sends all outgoing calls over the PSTN line by default. If you want all calls to dial out over powervoip then you need to change the primary line to SP1. (If powervoip is configured against SP1)
You can find the primary line option under Physical Interfaces > PHONE Port > PrimaryLine
That way you no longer need to dial **1 before making any calls.
