Dial plan if obihai 110 use in overseas

I bring obihai 110 overseas, i setup my google voice US number...works perfecctly in receiving call. how about if I want to make dial out from telephone line for example my number in US is +1 651 12345678 in obihai ,
I want to dial to +1 651 88888888, meanwhile code 651 is local area for cellular phone in my country too...is it going to be able or i am afraid if i add+1 infront off dial line i could make long distance international call. any suggestion may be for safe for creating dial plan....but i am not master .appreciate for any suggestion.thanks before.

If your OBi is set up with a US-based Google Voice telephone number, then it doesn't matter where in the world it is connected (*) because it will behave like a US-based number.  Just dial the number you want to call as if you were in the US.  For example, 1-415-123-4567 for a number in area code 415.

No special dial plan is necessary.

(*) calling is unavailable from some countries, due to governmental or cost restrictions.  Here's the list:

I use obihai in other country than US. so i have us phone number from google. The problem is in local my country i can not dial phone, but i can dial google phone only or us numbers.maybe i need to add something, for example if i dial google phone or us phone number must be prefix with *6511234567
How to make dial plan like that
