Busy signals on all outbound calls

Hello...I've done my best with my noob skills to troubleshoot, but with no luck.

I have an OBI 202. I think it has the latest firmware (3.1.1.5562). I have a Vestalink account and Google Voice. At some point everything was working well.

My main issue is that I cannot place any calls. When I do try to make a call, I am presented with a brief delay, followed by a standard busy signal.

I can receive calls when I dial either my Vestalink number or my GV number that forwards to Vestalink.

Any thoughts on what I need to do to make outbound calls?

OK...to add a bit to my confusion. Seemingly, 800/888 numbers go thru, but non-toll free numbers just get the busy signal.

Thoughts?
