The link I provided goes directly to the old, "Legacy" Google Voice website's billing tab. If your browser doesn't go there, it's likely a cached data or cookie issue. You could get there indirectly by starting on the new Google Voice website, (
https://voice.google.com/u/0/calls), clicking the three horizontal bar "hamburger" menu icon, then scrolling down and clicking "Legacy Google Voice". Note: if this is a G Suite account, you will not have access to the Legacy website, since the new G Suite version of Google Voice doesn't use it.
The number you posted is provisioned with a high-rate "Competitive" Local Exchange Carrier, and it is, indeed, one cent per minute to call that carrier' numbers. See the attached screenshot.
