For the US:

System Management -> Network Settings  -> DaylightSavingTimeEnable : (checked)
System Management -> Network Settings  -> DaylightSavingTimeStart : 3/8/7/2
System Management -> Network Settings  -> DaylightSavingTimeEnd : 11/1/7/2
System Management -> Network Settings  -> DaylightSavingTimeDiff : 1

While your choice of a start time would only be valid for certain years (this year being one), it does appear there is a bug in the OBi.

According to the OBi Device Administration Guide, Daylight Saving Time "starts on the weekday on or after the given month/day if day > 0".  Therefore, Daylight Saving Time should start at 1 AM on the Sunday on or after 3/11 for "3/11/7/1:0:0", or today.

3/8/7/2 means : Daylight Savings Time starts on the Sunday on or after March 8 at 2 AM.

IOW, the second Sunday in March.
