How call from VOIP service to OBhai Talk service

OBi110 is connected as follows
sp1 - googlevoice
sp2 - asterisk server

the sp2  X_InboundCallRoute : {>(<85:>xx.):sp1}, {>(<81:>x.):ob}

85NXXXXXXXXX from asterisk server will googlevoice
81NXXXXXXXX  from Asterisk Service will obhai talk service

But google voice call is working , but the call to obhaitalk Service gives following at Called SIP/81NXXXXXXXX@1011
    -- Got SIP response 503 "Service Unavailable" back from 10.0.0.203:36330
    -- SIP/1011-00000047 is circuit-busy

Please let me know how fix this

Try the sp2  X_InboundCallRoute : {>(<85:>xx.):sp1}, {>(<81:>x.):pp}

If no luck, report what OBi shows for a failing call in Call History.
